This article introduces you to the Room Resource Account, which is how rooms are represented in Outlook Calendar.  

The resource owner is able to set the procedures for reserving a room. For example, they may clarify whether the room is guaranteed at the time of selection or if there is an approval process.

Also, the resource can be invited to meetings just like individuals.
